They tell us that owing to the river being so low it will take 4 days about to get up to St. Pauls. I am told that the absence of the Southerners has quite altered the character of life in Saratoga Springs, this may partially account for the great dullness there. The Capt of a river steamer here (paddle boat ordinary size) says his boat draws 30 inches of water which not fine as it marks 3 feet. 7th Left Dubuque in the morning by steamer a very comfortable boat in which we went up
