Fourth Annual Convention Oct 25 - 26, 1923 On Thursday Oct 25th at 9:30 o'clock the Fourth Annual Convention of the Iowa League of Women Voters was called to order by the Secretary because of the unavoidable absence of the President and the only Vice President in the city being at a conference the Secretary was asked to preside so as to allow Mrs Chas H. Morris, Acting Mayor of Des Moines to greet the convention as she had another pressing engagement. Mrs Fred Hunter was asked to be Secretary pro-tem but Mrs Mayer second Vice President came before Mrs Hunter had time to take the Secretary's place and Mrs Mayer presided during an informal discussion of the relation between the State, County, and City Units. Dr Stuart spoke of the Johnson County Bulletin. The President Mrs I.H. Tomlinson takes the chair. Mrs Max Mayer was asked by the President to explain the rules governing the Convention. Mrs Mayer said that other rules were unnecessary because a paliamentarian was present and that Robert's Rules of Order should govern. Mrs Mayer explained that all resolutions must be presented to the Resolutions Committee. Resolutions may be offered on the floor but must be presented to the Resolution Committee.
