My dear Mrs. Whitley, I rec'd your letter after I reached home from Oskaloosa. Seems to me I read between the lines that Wapello is not coming up to your requirements because I have news out of the city now and then. After the registration cards were in, which work was unsatisfactory to me but the work was done but results did not show as well as I expected. Then we organized our Woman's Bureau of the Commercial Club to take care of the war work as it came to us. In April I distributed 5 large mail pouches of mail through out the County. I arranged the meeting for Dr. Faris and Miss Freeware when the County Chairmen of the Sixth District were called to attend to get ideas from Dr. Faris. I attended Clinic in Chicago especially for our Child Welfare work. We are developing the Child Welfare work as
