would stir up a hornets nest. So we are holding that back to get harmony between Natl' Council of Defense and State. It is not, we believe, serious - but just a difference of opinion. Moreover if registrars have to be trained, it will take time. Part of the opposition on the part of the Safety Commission is that they think this is a real census, which amateurs would bungle. They say, properly conducted, it ought to be done professionally, would cost $10,000 & take the most part of a year! So they want us to take only a limited registration.
