This letter is typical in showing the difficulties in volunteer registration with no state leadership, no funds for one, no one to take up even recruits needed - like nurses. That was why that had to be taken up by the state. Osceola, Iowa Oct 30, 1918 My dear Mrs. Whitely-- We have just completed a war registration of all women in Osceola-- but now I am at a loss what do do for those who want special work or training other than what we can give them here- for instance- we have one very competent typist and bookkeeper who wants to go to France- but not any other than this place in the U.S.--
