these Reubs here will turn the fellow loose and not follow it up at all. Every day we see notices in the papers warning people about just such as this fellow - a German spy and still city officials allow them to come in to a place, call themselves Barons or Counts and they mingle with and meet any one they wish to, lecture to the schools and go on their way, leaving the messages they want to leave and gaining the news [illegible writing on edge] a spell and was here for that purpose
