It's not half bad anyway. The "temporary" fort of it is due to the fact that a great many senior officers have received communications in the N.G. that are higher than their rank in the regular army. Gen. Pershing, for instance, is about two grades higher in the N.G. than in the U.S.G. Then vacancies, of course, will be reclaimed when the N.G. is mustered out so they are now filled temporarily.
