In an energetic counterattack the French statement says, the Frenchmen regained the lost ground with the exception of about 50 yards which the Germans still occupy. One the Aisne front the French carried out a brillant attack south of Allies and recaptured an important trench which had been stormed by the Germans, repulsing several counterattacks. The French maintained their new positions. NEW BOND ISSUE OF $6,000,000,000 TO BE ASKED OF CONGRESS Probable Offering Will Be Made and Subscription Closed Not Later Than Nov. 15 Total Revenue Authorized During First Year of War Placed at $15,000,000,000. Washington, Aug. 11. --Secretary of the Treasury W. G. McAdoo, it was disclosed today, is planning to ask congress in the near future for authorization of a new bond issue of $6,000,000,000 at this session of congress. If the proposal is granted it will bring the total amount of revenue authorized to be raised during the first year of the war to $15,000,000,000, exclusive of ordinary government income. Method of Distribution. The $15,000,000,000 authorized for the first year of the war, provided the new issue is approved, will be distributed as follows: Bonds already authorized.....$5,000,000,000 Treasury certificates authorized...2,000,000,000 To be derived from extra taxes...2,000,000,000 Proposed authorized bonds...6,000,000,000 Total produced at slightly more than $1 a ton. Instead of lower prices, Mr. Thorne said, the Peabody agreement has raised them in Indiana and Illinois. Operators, Mr. Thorne declared, are refusing to make contracts direct with consumers, and compelling them to contract with friendly jobbers that they may share in the extra 25 cents a ton profit allowed jobbers by the Peabody agreement. Illinois Will Fix Fuel Prices For The State. Chicago, Aug. 11. - Governor Frank O. Lowden has won a single handed battle with the coal mine operators of the state. As a result, the price of soft coal is going down in Illinois. Prices will be fixed by Chief Justice Orrin H. Carter of the supreme court of the state. Governor Lowden persuaded a committee of coal operators to sign a contract binding them to reserve sufficient coal to supply needs of the state and to sell it at prices to be fixed by Justice Carter. As coal director, Justice Carter also will arrange with the railroads for distribution of coal to all sections of the state and for its sale at fair prices. Shipments Of Coal Decrease During July. Philadelphia, Pa., Aug. 11.-Shipments of anthracite coal for July, according to an official statement by the anthracite bureau of information, amounted to 6,724,252 tons, a decrease of 324,785 tons compared with June. The decrease, the statement says, was due to the July 4 holiday, a number of small strikes and a reduction in the number of men, due to enlistment in the military service. The shipments for the first seven months of the year amounted to 44,391,345 tons, an increase of 5,536,802 tons over the corresponding period of last year, and is a new record for the period. The statement says the maximum of production has about been reached, and adds that any further drain upon the working forces must result in loss of production.
