Mr. Morrill, in his addifavit --iled in support of his son's claim, declares he is wholly dependent on the son for his work. "He enables me to make a living," it reads. The son states in his claim that he is private secretary to his father and also assistant pastor of the People's church, of which the father is pastor. In the list of men "not exempted or discharged" which the Eight ward board yersterday certified to the district board the name of Albert Tircher, 3111 Irving avenue south, appears. Mr. Tircher is a Belgian, who came to this country soon after the German invasion of his native land. He is a son-in-law of A. C. Cobb. The board said he had asked for the proper blanks on which to make a claim for exemption on occupational grounds. He is a salesman for the Minneapolis Steel and Machinery company. Provist Marshal General Crowder's warning that it might become necessary to narrow the exemptions of married men or others with dependent relatives caused draft officials to hold that the effect of this caution was to make possible the reopening of every case where a registered man had already been discharged by reason of his claim of having dependents. Lowering by the government of the physical examination requirements as to weight, teeth, sight and hearing led the Eleventh ward board to send out notices recalling for re-examination about 100 men who had been just below the acceptance line. The Twelfth ward board is recalling 50 men for re-examination. The Eighth ward board certified 140 men to the district board as good soldier prospects. It is not yet through with its call of 640 men and will report other lists until its quota of 310 is filled. The district board, with offices in the Federal building, had received certified lists of men who are accepted for the army from the Eighth, Ninth, Tenth, Thirteenth and country divisions. The board will begin its official sittings either Monday or Tuesday. The Great Northern railroad obtain- of 200 blanks yesterday for exemption claims for engineers and trainmen who are said to be necessary for the proper handling of troop trains. The Minneapolis Steel and Machinery company has applied for 25 exemption blanks for skilled machinists. Evidence is coming into the district board's office to the effect that several men who have claimed exemption on the ground that they have a wife and children dependent on them for their support, have made misstatements in that they have no children. An anonymous letter was received yesterday which gave the name of a man prominent in the Twelfth ward and who claimed exemption because of a dependent family. In reality, according to the writer of the letter, he has no children and his wife is an expert dressmaker and capable of self support. News York, Aug. 11.--A cable message from Paris received by the official French bureau of information in this city and made public last night, indicates that Monsignor Frederico Tedeschini, who has been undersecretary of state of the vatican, has succeeded Cardinal Gasparri as Pope Benedict's prime minister. The semi-official vatican (organ?) flatly denied, however, that the cardinal had retired. The message received by the Bureau of information quotes the monsignor as declaring for "a peace of justice." It follows: "In a conversation which Monsignor Frederico Tedeschini, new secretary of state of the vatican, had with the Rome correspondent of the A. B. C., a Spanish newspaper, he made the following interesting declarations: " 'Only a Christian peace is desirable because it will be a peace of justice. Some people have pretended that a Christian peace ought to be a white peace, or a peace without result, that is, a peace bringing the world back to the status quo ante. " 'This is not exact. We believe, on the contrary, that there are rights which justice must respect, as Christians, we cannot approve that Palestine should remain under the Turkish yoke. " 'We believe also that everyone would be satisfied to see Alsace-Lorraine returned to France. We believe, finally, that if the Italian provinces now under the Austrian domination would be attributed to Italy, no Christian would oppost it, just as no Christian would declare himself opposed to the unification of Roumania in the East'." Washington, Aug. 11.--The entire legal staff of the Emergency Fleet corporation has quit in a body because of sympathy, it is said, with Major General George Goethals, whose resignation as general manager of the corporation was accepted recently by President Wilson. On the staff are some of the country's best known lawyers. They are George Rublee, a former member of the Federal Trade commission; Joseph P. Cotton, George H. Savage and Charles P. Hoyland of New York and Edward B. Burling of Chicago. It was learned that the lawyers felt that Rear Admiral Capps, now general manager should be left free to choose his own associates. The new board today took up with Thomas Royden of the British Mission the subject of reduced ocean freight rates. A concerted move to reduce shipping tariffs will be made by the Allied governments as soon as a definite plan is agreed upon. Washington, Aug. 11.--With the war volunteers of yesterday the regular army was raised to its full strength of 300,00. Twenty-three states which filled their quotas are California, Colorado, Connecticut, Delaware, Florida, Idaho, Illinois, Indiana, Iowa, Kansas, Massachusetts, Michigan, Missouri, Montana, Nebraska, Nevada, New Jersey, New York, Oregon, Pennsylvania, Utah, Washington and Wyoming. Recruiting will continue, however, without any let-up, as the War department expects to keep up a steady flow of volunteers into the reserve. Paris, Aug. 11.--Dr. Karl Liebknecht, Socialist leader in the German Reichstag, who was arrested in connection with the May day demonstrations in Berlin in 1916, was liberated a fortnight ago by the German government through fear that he might die in prison. He is said to be suffering from tuberculosis. Dr. Liebknecht was tried by court martial in Berlin for "military treason" and sentenced to four years and one month in prison.
